My journey: A Maryland Wheelchair User’s Path to Independence
Buying and adapting a home as a wheelchair user in Maryland was a challenge—but thanks to comprehensive state and county resources, it became possible to purchase and remodel a ranch home for true accessibility. Many people with various disabilities can benefit from these specialized programs, whether the goal is to buy or to make an existing home safer and more functional.

Maryland Mortgage Program “HomeAbility”
HomeAbility is a conventional loan offering up to 95% of the purchase price as a first mortgage, plus up to 25% (capped at $45,000) as a second mortgage for down payment and closing costs. The combined LTV may not exceed 105%. The second lien is interest-free, with repayment deferred until the first mortgage is paid off, the home is sold, or transferred. Eligibility is open to buyers with disabilities or those caring for a disabled family member. Total household income must be at or below 80% of Area Median Income, and a homeownership counseling certificate is required. Partner Match and Financial Assistance Programs
Qualified buyers using 1st Time Advantage 6000 or Flex 6000 loans can receive additional down payment help matched up to $2,500 from verified partner programs (employers, builders, community organizations, or local governments). This matching assistance is provided as a no-interest, deferred loan by the state, repayable only when the primary mortgage is paid in full. Design for Life Program (Montgomery County)—For Homebuyers
Montgomery County’s Design for Life (DFL) program offers property tax credits for newly constructed homes that incorporate universal design features for accessibility. Buyers can receive up to $3,000 for VISITable homes (Level I accessibility) or up to $10,000 for LIVEable homes (Level II accessibility). Universal Design Ordinance (Prince George’s County, taking effect 2026)
Starting January 2026, at least half of new single-family and multi-family homes built in Prince George’s County must include universal design elements in entrances, interior routes, and key living spaces. These legally required features widen future homebuying access for people with disabilities, as new inventory will be built with accessibility in mind. Maryland Assistive Technology Financial Loan Program (MDTAP)
The Maryland Department of Disabilities (MDTAP) runs a low-interest financial loan program for purchasing assistive technology, including home accessibility modifications. The program considers applicants with limited income, poor credit, or high debt ratios—provided there is ability to repay. Unsecured loans for home modifications are available up to $20,000, and general assistive technology loans up to $70,000. Anyone intending to make a home more accessible for a Maryland resident with a disability can apply, including relatives and caregivers. Design for Life Program (Montgomery County)—Existing Home Modifications

Maryland Accessible Homes for Seniors Program
For residents aged 55 or older owning their principal residence, the Accessible Homes for Seniors program offers deferred loans (up to 30 years, 0% interest) or grants (up to $25,000 for those not loan-eligible). Improvements may include adding ramps, stair lifts, widened doors, lever handles, lighting, and first-floor bathrooms or bedrooms.
